Introducing the management of issuing licenses Article 2

General job description :

  •  Communicating and implementing regulations issued by the National Veterinary Organization and competent authorities.
  •  Providing advice to clients and applicants for establishing institutions subject to Article 2 of the Law on Increasing Agricultural Productivity.
  •  Receiving and reviewing applicants' requests through the electronic system for issuing licenses and complying with the notified regulations.
  •  Independent institutions include: hospitals, general clinics, specialized clinics (small livestock, poultry, large livestock, wildlife, etc.), veterinary imaging centers, consulting and training centers, consulting and health service centers, animal reproduction and infertility technology centers, paraclinical departments, vaccination centers, centers that are mentioned in the law and require a license.
  • Issuing licenses according to the rules and regulations of the relevant ministry, including:
  • Issuance/renewal/cancellation of centers based on regulations and rules
  • Issuance/renewal/change of work shifts of technical officer license, based on regulations and rules
  • Issuing duplicate licenses, based on the regulations and rules of the relevant ministry.
  • Reviewing advertisements from applicants for advertising and issuing licenses for members of the organization, institutions and companies.
  • Monitoring and observing advertisements in the veterinary field and introducing them to the competent judicial and law enforcement authorities.
  • Holding an Article 2 Commission to review the request for establishment and issuance of in-principle approval, issuance of operating licenses and technical officials, change of technical official, change of founder, change of location of the institution, change of working hours, increase or decrease of department, temporary or permanent closure of the center, and ambiguities of the general offices of the provinces and provincial councils of the veterinary system based on the regulations and rules of the relevant ministry.
  • Replacing old licenses (issued through a route other than the electronic license issuance system)
  • Request for inspection of monitoring areas, request for approval of plans and physical space according to instructions
  • Renewal of activity licenses for experts and technicians, based on the regulations and rules of the relevant ministry.
  •  External correspondence (including correspondence with the relevant ministry, the Veterinary Organization, universities, the Agricultural Engineering and Natural Resources System, Fisheries, etc., correspondence with other organizations)
  •  Providing statistics on the number of in-principle approvals issued, the number of establishment and operation licenses issued, etc., on an annual and semi-annual basis, to authorities including the relevant ministry.
  •  System monitoring and accountability (complaints about the application and permit processing process)
